The Measures of the July 14 Government in Combating the Squandering of Funds and Illicit Enrichment until the End of 1959: A Historical Study of Organizational and Legal Measures

This study examines the anti–financial corruption policies adopted following the July 14، 1958 Revolution، considering them an integral part of a broader reform agenda aimed at addressing the legal and administrative deficiencies inherited from the monarchical era. The research analyzes the legislative and institutional frameworks through which the revolutionary leadership sought to curb the misappropriation of public funds and illicit enrichment. Particular attention is given to Law No. (11) concerning the administration of the former royal family’s assets، Law No. (15)، known as the Illicit Enrichment Law (“From Where Did You Get This?”)، and the role of the Special Military Court in enforcing these measures. The study argues that، in their early phase، these policies reflected a clear reformist orientation focused on recovering public funds and strengthening accountability. However، their implementation faced significant structural and political challenges، as several measures gradually became tools of political retribution rather than effective anti-corruption mechanisms. The study concludes that the overlap between legal reform and political conflict reduced the effectiveness of these policies by the end of 1959.
