يتناول هذا البحث إشكالية غياب الزعامة السياسية في العراق بعد عام 2003، وتحليل انعكاساتها البنيوية على الأمن المجتمعي. ينطلق البحث من فرضية مفادها أن تراجع القيادة المركزية وتفكك القرار السياسي أسهما في إضعاف الشرعية المؤسسية للدولة، وفتح المجال أمام أنماط موازية من الضبط والنفوذ خارج الإطار القانوني. ويعتمد البحث على مقاربة تحليلية–مؤسساتية لفهم العلاقة بين القيادة السياسية والشرعية، وبين مركزية القرار وتماسك النسيج المجتمعي، مع توظيف دراسة الحالة العراقية، لا سيما في ضوء احتجاجات تشرين، بوصفها لحظة كاشفة لأزمة العلاقة بين الدولة والمجتمع. ويخلص البحث إلى أن معالجة أزمة الأمن المجتمعي في العراق ترتبط ارتباطًا مباشرًا بإعادة بناء مفهوم القيادة السياسية ضمن إطار وطني جامع يعيد الثقة بين الدولة والمجتمع.
